JC (James) Clapsaddle

Past Vice Chair

JC Clapsaddle is a retired Air Force Colonel. Among his assignments was a tour in Iraq as a liaison between Air Force and Army combat medical activities, and the Iraqi National Health Ministry.


He served on Capitol Hill in the U.S. Senate as a National Defense Fellow and liaison with a legislative portfolio of Veterans Affairs, human rights, racial diversity, combating religious intolerance, prevention of sexual harassment & assault, and ending veteran suicide.

 
In 2010, the Secretary of Defense appointed him Deputy Director of the Pentagon’s special Legal and Legislative Team that crafted the President’s successful repeal of “Don’t Ask Don’t Tell.” Later, he commanded hospitals at Ramstein Air Base (Germany) and Al Udeid (Qatar) to care for ill & wounded from combat operations in Afghanistan, Iraq, and the Horn of Africa. 


JC is a graduate of the Masters Leadership Program San Antonio, a Rotarian, and has served on many nonprofit boards.
 

He is the co-founder of the International Institute for Peacebuilding in Active Conflict (IIPAC-UK). He also a co-founder and U.S. Coordinator of the “Seeds of Hope” International Peace Leadership Academy (Northern Ireland) and helped establish the “Nurturing Hope: Summer Learning Journey” Program (Northern Ireland). He serves as an Ambassador for the international Institute for Economics and Peace. ​


Since 2022 he serves as the US coordinator and a convoy mission driver for a humanitarian relief unit supplying equipment, medical supplies, and vehicles throughout Ukraine during the Russian-Ukraine War.


In recognition of his international peace and humanitarian actions, JC has been honored as Rotary International’s Service Above Self Award (2026), San Antonio Peace Laureate (2026), St. Philips International Philosophy Award (2025), and the San Antonio International Peace Leadership Award (2024).​
